$23 million WTP Upgrade Project

ARCADIS provided complete Program Management / Construction Management (PM/CM) services for the city of Allentown's $23 million Water Treatment Plant Upgrade project. The project converted a 1953 treatment train to 30 mgd and decommissioned a 1928 treatment train for laboratory and administration use. The 1953 upgrade included the replacement of existing pretreatment units with new unit processes including flocculation, high-rate clarification (Lamella Plates) and sludge holding. Existing raw water and high-service pump systems were replaced. The high-service pump replacement included three 1,000 hp pumps with 2,300 volt variable frequency drives. A new electrical substation was constructed and the plant electrical and HVAC systems were replaced in their entirety. The 1928 treatment train was completely eliminated and converted to office space and a chemical storage/feed area. Gaseous chlorination systems were replaced with liquid sodium hypochlorite. The historic 1928 Administration Building was renovated inside and out, including masonry restoration, clay tile roof and complete reconstruction of interior spaces. A plant-wide SCADA system was installed to automate operations. The plant remained on-line and continued to produce drinking water during construction.
