Anne Arundel County, MD
ARCADIS provided construction management, inspection and building commissioning services for the new West County Area Library in Anne Arundel County, Maryland. This new 40,000 SF "green" library houses about 160,000 SF volumes. The library has been designed for United States Green Building Council (USGBC) LEED™ Silver rating, and commissioning was an essential part of the energy audit services on this facility.
ARCADIS' technical staff provided the following services:
1. Design Phase
- Reviewed the design and performed a constructibility review of the plans and specifications to verify that they are biddable and buildable and contain proper commissioning requirements.
- Prepared a commissioning plan for the specification listing the systems to be commissioned, scope of the commissioning process, a draft commissioning schedule, roles and communications.
2. Construction Phase
- Inspected critical system installation.
- Reviewed submittals for the systems to be commissioned for compliance with the design documents.
- Reviewed the contractor's plan for providing commissioning support.
3. Acceptance Phase
- Verified that the test run and the results observed match the designer's intent for the systems tested.
- Prepared a commissioning report for the owner, summarizing the results of the testing.
- Checked the as-built drawings.
- Witnessed and reported on the conduct and training for system operators.
4. Post-Construction Services
- Reviewed the O&M manuals prepared by the contractor and provided the A/E with guidance.
- Reviewed the warrantees and provided the A/E with guidance.
- Consulted with the owner after occupancy to ensure the facility operates in accordance with the design.
