Harford County, MarylandARCADIS provided program management / construction management for the Sod Run Wastewater Treatment Plant in Harford County, Maryland. The plant was originally designed to treat 12 mgd flows and to function as a secondary treatment plant, which can remove phosphorus with the addition of ferric chloride. The phased plant upgrade and expansion was required for two reasons: the state of Maryland requires biological nitrogen removal (BNR) as part of the Chesapeake Bay Initiative; and the current plant capacity would have been surpassed before the plant can be upgraded with BNR processes.
The total build-out plan for the plant was a 20 mgd expansion with BNR. Due to the critical need to increase capacity prior to the projected completion date, the project was phased to accommodate the initial capacity expansion to 12 mgd, while the full capacity of 20 mgd expansion was being designed and constructed. This program had an original budget of $84 million. ARCADIS performed two value engineering studies and successfully decreased the program budget by $20 million. The project was named Construction Management Association of America's Project Achievement Awards Project of the Year 2000.
